Fuuto is a modern, eco-conscious city that prides itself on its green initiatives — but beneath its polished surface lies a growing criminal underworld. Strange devices known as Gaia Memories, resembling ordinary USB drives, have begun circulating among criminals, granting their users the ability to transform into powerful monsters called Dopants. These Dopants wreak havoc across the city, committing crimes that conventional law enforcement is ill-equipped to handle. Adding to the danger, the Gaia Memories themselves are laced with a lethal toxin that slowly erodes the sanity of anyone who uses them, making the devices as deadly to their wielders as to their victims. In the midst of this chaos, the self-styled hard-boiled detective Shoutarou Hidari runs a small detective agency alongside the enigmatic Phillip. Together, they take on cases involving Dopants — and by harnessing their own Gaia Memories through the Double Driver belt, the two are able to merge and transform into Kamen Rider Double.
