As the 23rd Emperor of the Lydia Empire, Goethe leveraged the empire's advanced scientific capabilities to launch a large-scale persecution campaign against witches, branding them as obstacles standing in the way of human progress and ordering their systematic elimination. He is the one directly responsible for the death of Chloe, making him the root cause behind Adonis's path of vengeance. Despite projecting an image of imperial authority, Goethe was in reality nothing more than a puppet manipulated by the empress consort, ultimately discarded once he had outlived his usefulness.
