I think Sukuna is overrated. He's strong, sure, but his character depth is nowhere near Johan or Meruem.
If you include characters in the grey area, Pain (Nagato) should also be on the list. His philosophy actually makes sense.
DIO! As a villain who spans two generations, his influence and presence are truly incomparable. There are just too many iconic scenes featuring DIO.
Meruem! The process of his transformation from brutality to developing humanity is just brilliant. His evolution itself is a complete story.
Additional nomination: King Bradley from <i>Fullmetal Alchemist</i>. Both his combat power and political maneuvering are top-tier.
Anyone who recommends <i>MONSTER</i> will vote for Johan. He doesn't need any superpowers to be the most terrifying villain.
To put it in terms of the three-episode rule: only Dio and Frieza have managed to embody the charm of a villain within just three episodes.
What about Char? As the arch-rival of the original Gundam, Char's complexity and depth have always been underestimated.
The charm of Makoto Shishio lies in his complete belief system. He isn't purely a "villain," but rather someone with his own sense of justice.
I vote for Johan Liebert. His terror doesn't come from strength, but from the fact that his intelligence and very existence are a form of fear itself.
