Set in Tokyo in 1940, the world has changed dramatically in the decade since the catastrophic Great Demon War reshaped civilization. That conflict brought the Combat Revues into the public eye and gave rise to the World Combat Revue Organization, a global alliance that now hosts an international tournament every two years. Into this charged atmosphere steps Imperial Japanese Navy captain Seijuurou Kamiyama, newly appointed to lead the reformed Imperial Combat Revue's Flower Division.
