Fukase is a figure so notorious that even the toughest delinquents at Gakubun High School give him a wide berth. Armed with an IQ of 180, he takes perverse pleasure in dismantling the futures of high-achieving students through calculated manipulation and cold-blooded scheming. Emerging as a major antagonist in the latter half of the story, he sets his sights on Sakamoto as his next target. Ultimately, however, it is Fukase himself who is forced to "graduate" into society by the combined efforts of those around him at the school's graduation ceremony.
